3.2 Restriction on residency

The Tournament is not open to residents of, or persons domiciled in, Russia, Crimea, Cuba, Iran, Syria, North Korea, Sudan, or any other jurisdiction where the offer of the Tournament would be violative of the law of that jurisdiction, or would require registration of the Tournament.

PLEASE NOTE THAT NOTWITHSTANDING THE ABOVE, OTHER LOCAL RULES AND REGULATIONS MAY APPLY TO YOU, SO PLEASE CHECK YOUR LOCAL LAWS TO ENSURE THAT YOU ARE ELIGIBLE TO PARTICIPATE IN SKILLS-BASED COMPETITIONS.

The owner of the competition put this statement because biotech is one area where the U.S. government scrutinize export. All the country listed above have export retristions. Chad is not part of the list. What it means for you is you need to check your local laws.

For the purpose of this competition I would check the local import law for biotech. Only a local lawyer can answer this question. But maybe you can check with a professor in a local university.
