Whitelist Captum library

Hello,

I have a suggest for a whitelisted library: The Captum library (GitHub - pytorch/captum: Model interpretability and understanding for PyTorch). It contains methods for feature importances for neural networks, and I think this library is crucial for crunch 3. Could you please add that to the whitelist? I prepared a full submission with that library, but was not clever enough to check before if it is whitelisted.

No worry, we --as of now-- never rejected a package.

I am not currently able to whitelist it now as I am not near my computer. I will send you a message when I can. Expect it in a few hours.
